Scheduled cards only include those that you memorised before and that are due for revision today. I suggest that you first go through all your scheduled cards, and then, depending on your time and motivation work your way through through some of the cards that you have not memorised. If you feel you are forgetting too many of the new cards you learn, then you should cut back on the number of new cards you memorise each day.
