I don't think it's relatively trivial - certainly it seems much more
difficult than other changes I'd like (per-category 'vice-versa'
state; integration with system spellcheck; automatic appends of text
such as <!-- `date` --> - which are all relatively simple than an
entire new dialog and editing system. I think.).

A good category interface would, I think looks something like this: it
would be a column of text fields, each containing the name of a
category. The text fields would be editable. So if I clicked on a
field with 'Philosophy::Zen' and I del'd a ':', the entire
Philosophy::Zen category would be renamed Philosophy:Zen. If instead,
I removed the entire '::Zen', it would be merged with the 'Philosophy'
category. If I filled in a new field, a new empty category would be
created. And so on.

My last few suggestions weren't terribly well-received. I wouldn't
want to impose while Mnemosyne 2 is still being worked on.

I think you misunderstand. I was taught that it was good manners (for
both the person one is corresponding with, and for future readers) to
tell someone whether their suggestion actually was useful, and if not,
why - just as it is polite to respond to emails like yours and not
simply ignore them. If that looks like passive-aggressive whining,
then so be it.
