Well, try to create a virtual machine on your computer (Virtualbox, VMWare) and install Mnemosyne into it. It should work this time. But it will take some time to install windows into the virtual machine. But it's worth the try.
If it works, you can either reinstall your windows, or use Mnemosyne from the virtual machine.
