Just thought of perhaps a more elegant way to achieve this with a plugin. I'm currently working on 2.0's 'Activate cards' mechanism, which will allow plugin writers to activate certain sets of cards based on arbitrary criteria, i.e. much more general than belonging to a certain category or not. One could have a plugin to turn off all cards with grade >=2, which would allow you to study new cards first even though there are scheduled cards.
