You mentioned that the command prompt window pops up momentarily. To
me this sounds like python is issuing an error of some kind and then
closing the prompt. In order to keep it open try running Mnemosyne
from the command line. To do so, open up a command prompt (Start ->
Run -> type 'cmd') then navigate to the folder which contains the
Mnemosyne executable. Some useful DOS commands are:  cd (change
directory) and dir (list directory contents). I use Mnemosyne in LInux
so I'm not entirely sure where to suggest looking for the program.
Perhaps there are some other Windows users who can help you locate it,
but the idea behind running it through the command prompt should at
least enable you to read the python error.
