I would use Inkscape for the case where for each source image, you need to
make multiple cards with different sections covered.
For example, you can:
1. Paste a map of Europe into Inkscape
2. Go to file -> Document Properties and click "Resize page to fit drawing"
3. Create a filled ellipse or other shape for hiding parts of the map
4. Drag the ellipse over a country
5. Go to file -> Export Bitmap and save the drawing as a new PNG image
which can be added to Mnemosyne later
6. Then simply drag the existing ellipse over another country and go back
to step 5, until you've exported a PNG for every country on the map.

It's a pity you can't simply copy the image to the clipboard from Inkscape
and paste it directly into a card in Mnemosyne. That's one advantage Anki
has with its very good multimedia support.
