Looks like I've just lost my post so to start again......

The tags are indeed missing as can be seen in the card browser; the number 
of untagged cards > 0 (0 on the server)

Looking at the numbers more closely, the problem seems to be where I've 
renamed a category on the server. The change worked there ...well I did end 
up with a handful of cards with duplicate tags but I think this is a red 
herring.

e.g. es::new::vb::preterite -> es::vb::preterite where es::vb::preterite 
pre-exists on both the client & the server.

[This is a technique I was using for isolating new cards for later release; 
I would then Add/Remove tags to activate them. Since investigating the 
Activate Sets option, I've realised that this not the best way and 
therefore decided to rename all the es::new.... tags to es::.....]
