It's a feature, not a bug :-)
If you have two card types for different languages, you don't want a
card 'house - maison' to be marked as a duplicate of 'house - casa'.
So, it's best to put all words from the same language in the same card
type.
As for synonyms, i.e. the same foreign word having two different
translations, that's best handled manually as opposed to automatic
detection, since it's very rare that words are exactly equivalent, but
depend on the context.
