Up to a point, yes.
 
Ofcom - same ref as before, p 107 - claim that in Q1 2008 "over 90% of the UK 
population" had 3G coverage. However, I don't believe it as they also claim 
that "over 99% of the population" has 2G coverage. Despite living within 50 
miles of London, I can't make voice calls on a mobile at home!

I would have thought geography also matters. For some (and probably 
for some time) in the UK fixed-line internet will be all there is due 
to incomplete coverage of mobile internet service.
