in nyc, a club/bar owner needs to acquire what is known as a "cabaret
license" before people can dance in their establishment "legally" ...
basically, this means city representatives come to your bar/club and
measure the amount of open space you have. i forget what the minimum is,
but if you have less than a certain amount of free space, you cannot allow
dancing... its an old law that is still on the books that needs to be
tossed away.. but, alas...
