The burden of proof must always be upon the accuser. Consider a world where
a simple accusation was enuff to persecute( prosecute) an individual. For a
victim of violence, there can be MANY reasons why they may choose to
hesitate to report it, not up to us to judge them for hesitations. If it is
true, it is horrible, if it is not true it is also horrible.
