This sounds more like the .htaccess files or the htpasswd files in
_vti_pvt have been messed with.  I'd suggest first checking the Apache
config files to make sure all .htaccess options are settable per-directory
and that all ownerships and permissions are correct on those files. Then
try creating a brand-new FP user and see if it is effected as well or if
it's just existing users.  If the config files are OK and the new user is
OK, it's the .htaccess or _vti* files/directories causing the problem.
