what's a globalID cert?

I just got 128bit encryption for my browser and everything works fine
now, thanks.
I just don't understand why the 128bit encryption works for some
sites(globalID cert?) and not for others. Like if I don't have a 128bit
encryption browser how do I get 128bits encryption on this site?
