Your browser does a step-up to 128bit ciphers when the server uses a special
certificate (A so-called Global Server ID from Verisign). The mechanism is
also known as "International Step-Up" in the Netscape area and "Server Gated
Cryptography (SGC)" in the Microsoft area. Read the above document where I've
assembled the details.
