This was recently added as a FAQ in mod_ssl. Check that the user your
Apache runs as (see User directive in httpd.conf) has at least 'x'
rights to all the parent directories. So in your case, /var and
/var/run should both be set to +x for the apache user (nobody, www,
whatever you call it).
