Try taking a look at the permissions of the /var/run/apache-ssl.mutex.2
file, it should be mode 0600 and owned by the user that the web server runs
under. If that doesn't help, try stopping the server, move all the
/var/log/ssl* files to a temp dir, then restart the server so it will
recreate the files.
