I discovered that the virtual host I was using was misconfigured --
there was no root document <Directory> entry for the SSL vhost which
permitted the necessary AllowOverride AuthConfig directive to be issued.
I tried to find a way to reply or respond or follow-up in the Bug
Database, but it does not let "guest" users do any such thing.
