So far, I've found 2 places that say they *might* do this.

Thawte charges US$100,000 per year for "unlimited" use, and US$10,000/year 
for more limited use, thought I haven't got details on that yet.  In any 
case, they're unwilling to go forward with much of anything just yet, until 
the merger with Verisign settles out.

I also talked with a guy from Entrust, who said he would "walk down the 
hall to find a VP" to ask about this -- they apparently don't get many 
requests.  He thought the price would be "a lot of money" but hasn't gotten 
back to me yet with details.

I also heard 2nd- or 3rd-hand reports that Microsoft wanted in the 
neighborhood of US$200,000 to embed your CA in Internet Explorer.
