mos ssl at boot time

I added the following line to /etc/rc.d/rc.local in my RedHat6.1 
server:  /usr/local/apache/bin/httpd -DSSL   however, on a reboot it 
doesn't seem to work and  I still have to manually enter that 
command to start the secure server.  Any suggestions ?
