You could use the features available with mod_perl - but unless you're 
already using mod_perl that's probably overkill ;-)
I was sort of thinking of doing a small shell/perl script to take care
of adding the stuff for an extra vhost - if you don't mind sort of 
default values for file locations, then that wouldn't be a big thing.
I imagine that hacking the vhost_alias_module to take care of the
extra few settings necessary would be fairly easy.
