You have two options:

1) Pull down a binary distribution of Apache/mod_ssl from http://opensa.org
2) Download and compile the Apache source code from
http://www.apache.org/dist
   (apache_1.3.12.tar.gz contains the latest supported version; older
version are avaliable)

The gzip file with Apache source is only about 1.6M.

I had no problems running the Configure command after installing Perl; but I
assume Perl
would have to be in your PATH.

to apply mod_ssl-2.6... source extension and source patches to the apache
source we are suppose to do these steps on Win32:

        $ cd mod_ssl-2.6.x-1.3.x
     $ configure.bat \
           --with-apache=..\apache_1.3.x \
           --with-ssl=p:\openssl
     $ cd ..

but the apache win32 version don't include the source code so how can we do
it?
An other question: I get an error while executing the second line
(configure.bat...), the error is (can  execute configure.bat) do i
have to add perl in the command line (perl configure.bat...)?
