If you have /usr/local/apache/bin/apachectl and it is executatble (check
the flags that ls -l gives you) and you cannot run
/usr/local/apache/bin/apachectl then there is a problem of the shell that
the script requires. apachectl is a script, and on the first line it says
what shell is used for running it. In my setting it says /bin/sh.
