That's correct. Dist::Zilla is a distribution packaging tool only. It *can* create a Makefile.PL or Build.PL for you (and most Dist::Zilla authors seem to do that) but your distribution still relies on EU::MM or M::B for the configure/make/test/install cycle for end-users.
