I wanted to second Peter's statement and say that Vircom have always
been very liberal with test keys. However as Robert posted there are
very legitimate reasons including failed downloads.

I don't think this issue has come up before, but I wanted to add a 
comment to what Michael wrote here.

On at least two occasions, I have requested temporary keys for either 
testing or server migration needs and Vircom has always assisted me to 
my satisfaction.

I strongly recommend that you do not hesitate to ask for Vircom's 
assistance with these types of matters.  It keeps everything above board

and (in my experience) they have always been very helpful.
