I am trying to relocate the Symantec article but there is a known issue with the 2004 versions of the Symantec products slowing down web browsing with WinXP computers.  Unfortunately, Symantec stated there is a problem but they dont know what it is yet.  They said they were working on a resolution though.

Has anyone seen this happen with their XP users ? If so, what was the cause and cure ?

I still experience intermediate delays in my connection.  I will be surfing fine then all of a
sudden things come to a stand still.  Some times it only last a few minutes, but other
times it is longer.  If I disconnect and reconnect all is fine usually until the next delay.
 
Originally I had DNS set to assigned.  Then I changed to the DNS IP addresses you
recommended to XP users.
