It's actually not just the external mailboxes. Vircom Web Mail uses a
local folder to store a copy off the users mailbox to speed up access. 

I think most people who use web mail do delete messages, however many
customers don't bother and when next accessing having a local copy stops
the need to download (retrieve) the same content from the mail server.

The main problem I see with this is that I believe, and I may be wrong,
that if a user configures his Webmail to retrieve additional Email
accounts such as yahoo.com and etc then those Emails are stored on the
Webmail Server not the POP3/IMAP4 server.
