That's part of the motivation. The rest is the desire to have the option to choose pure WSGI application development or a PHP-style application where each file can stand individually as the main point of entry for the application or a mixture of both. It's sometimes nice to have stand-alone tangible files acting both as a template and application entry point similar to Karrigell's PIH script files.
