Show the full error from the Apache error log. The information with it would 
qualify the problem.

For the second case I would usually I would guess in this case that it is 
because you have files under your home directory. The Apache user will not be 
able to read files under there because of the restrictive permissions on the 
home directory.

Keep your files to somewhere outside of your home directory.

For the first, unless it is a typo, you have the path for Directory wrong and 
it doesn't match the directory the script is in:

IOW, /var/www/html/scripts is not the same as /var/ww/html/script
