I updated the output line of the wsgi application above to:
output = 'Hello World ' + bytes(str(environ.get('mod_wsgi.version', 'unk')),
'UTF-8')
and it is returning:
Hello World (4, 5, 6)
so I am sure that it isn't being overridden.
