I think I understand part of the cause of this issue but I am not sure of
the solution.
cPanel has the following VirtualHosts
<VirtualHost 107.161.18.131:80>
ServerName 107.161.18.131
...
<VirtualHost *>
ServerName <Server Host Name>
...
<VirtualHost 107.161.18.131:80>
ServerName fina.dev.harwoodspike.com
...
So after much playing around I have found that if I remove the <VirtualHost
*> entry then the logging issue goes away.
I am not sure what the logging mechanism has to do with the Virtual Hosts.
Also I noticed that the global ErrorLog is set at compile time to
"logs/error_log".
