I second the motion to make mon config a more generic service that could be 
accessed (get/set) by client modules. For example, when I wrote 'cf2html' 
(http://www.nam-shub.com/files) I had to essentially re-write the mon 
config parser with slight differences. Now whenever mon changes, I have to 
update cf2html if I want it to stay current. It would be nice if I didn't 
have to do that, and if client programs could view/manipulate the mon 
config file just like they can manipulate the mon server through mon.cgi.

Were you the person who posted the GUI to the mailing list? I didn't have 
perl/tk set up but if it still works, I'd put it in the contrib archive.
