Just kidding. I think that a web-based configuration tool is a great idea, and FWIW, I'd prefer web to Perl/TK.
I could probably also contribute some fancy design and UI resources to this effort, as well as my own programming skills.
We have a lot of experience doing content management and template-based systems. I think it's important to ensure that the UI for something like this is thoroughly separated from the application logic, so the UI can easily be customized in site-specific ways.
