I believe you can use GTK (and hence GTK#) under XFCE or KDE; they're not restricted to Gnome.
For a native-looking application under KDE, you'd use Qt. There's a .NET library for Qt called Qyoto<http://techbase.kde.org/Development/Languages/Qyoto>but I've never tried it before.
