I've had that problem! Fed ex & other shippers told me
they would not insure posters for more than the value
of paper...mere pennies. I got on the phone & the main
office read me the policy. It was some what ambiguous,
but certainly gaveme pause.

I finally got around it last time by going to an
independent shipping company that said fed ex would do
it for them.  They did! But the fed ex office refused
to do the same for me just off the street!

Otherwise I used post office & sent it regitered &
insured. I guess it depends on the independent
office/agent.
