Does this mean that if you bid from the floor on an auction that was on eBay
you pay a 20% BP, regardless if you bid on eBay, or not? And, if the eBay
auction received NO bids, then the BP from the floor auction would be 15%?

Why the hell should ANYONE bid on eBay then?  As I understand this, if eBay
receives NO bids at all, on any auction, then the BP on all of those auctions
once they reached the floor would be 15%, and not 20%.

5% is a big difference, IMHO.
