The buyers' premium is 15%, regardless if you are on the floor or bid via the Heritage Internet site. The confusion may come from the fact that if you are not in Austin, the only way to see the auction 'live' is through Ebay.
If you want to bid DURING the auction and are not on the floor, the only way to do that is through Ebay, which takes another 5% for using their system to place a bid. So the only way the BP is 20% is if you bid through Ebay while the auction is happening. I doubt many people do this.

receives NO bids at all, on any auction, then the BP on all of those auctions
once they reached the floor would be 15%, and not 20%.
5% is a big difference, IMHO.
