Quite right. An e-check from PayPal should be treated exactly the same as a paper check you might receive in the mail. You hold onto the item until the check clears -- in this case until your PayPal account status on the payment changes from "pending" to "completed" -- only then do you have the money and only then should you ship the item to the buyer.
 
Note that PayPal says it should take 3 or 4 days for an e-check to clear. I have received several lately, and they took 8 to 10 days to clear... one took 12 days. Yes, the buyers got irritated at me because I had not shipped, but I simply quoted PayPal's own message (like the one you sent us) that clearly states the seller is not to ship the item until the e-check clears.
 
The real problem comes from with the way PayPal describes e-checks as a payment option on their website. To someone who's never had to wait for one to clear before, the way the PayPal description reads makes it sound "instantaneous" and so the buyer thinks you've received the money instantly. Of course, the only thing "instant" about it is you get a notice that tells you the buyer has sent an e-check and that you should sit tight for a week or two until PayPal gets the money from the buyer's bank and deposits it in your PayPal account and tells you the transaction is "completed". At that point you'll get an email from PayPal clearly saying "You've got cash!"
 
PayPal could write the description of the e-check payment option in a clear way so that the buyer understands about the delay. They clearly don't do so for some reason.

eCheck payments, it states:

"This eCheck Payment will remain "Uncleared" until the
funds have cleared from the sender's account, which
usually takes 4 business days. If you are shipping an
item, please do not ship your item until the funds

notified by email when the funds have cleared into
your PayPal balance."
