This problem is mainly for sellers that they have large store
inventories on eBay. When a policy changes, like not allowing bidpay or cash as
payment methods, it becomes a major headache to have to revise or end hundreds
of listings. If you dont revise the listings then you risk getting them closed
down.

It's because BidPay officially ceased operations on December
31, 2005. They're gone -- and eBay doesn't want anyone who hasn't got the
message thinking they can pay for an auction with BidPay because some sellers
have not updated their templates to delete any reference to BidPay. That makes
sense. But the prohibition against cash is technically against the law. Cash
is legal tender for ALL debts, public and private, issued by the government.
It is ALWAYS an acceptable method of payment -- that's mandated by law. Of
course, it is extremely risky to send cash through the mail to pay for an
auction, and that is why eBay wants to outlaw it as an "acceptable method of
payment" on their system. They actually can't do that, either legally or as a
practical matter, but they don't want to have some lawyer come along with a
suit and claim that they "encouraged" users to pay for auctions with cash. So,
the prohibition against cash is strictly a COA ploy.

ended that include the words "bidpay" or "cash" as acceptable payment

accept cash for transactions.....if a member reports a listing containing a

The questions remain why would anyone report a seller's listing for
containing a reference to BidPay, since it does not pose a safety risk and why
eBay would not first notify a seller that their listing was in violation, and
give them an opportunity to amend the description."
