[MOPO] When did eBay raise fees?

I just noticed something:   Ebay has raised its final valuation sales fee to 5.25% -- and to 8% on items that sell for more than $25 (!) When did that happen? Last I looked it was 3.75%. They also raised their basic insertion fee to 35 cents from 30. They apparently managed to do this quietly...
