I think you added the 3% to the 5.25%, which would be incorrect thinking. It is 5.25% up to $25, 3% on any amount over $25 and up to $1,000, and 1.5% for any amount over $1,000.
For a simple example, say something sells for $100. The seller gets charged 5.25% on the first $25 ($1.31), and 3% on the remaining $75 ($2.25). Total fee would be $3.56 for the seller, or in this case exactly 3.56% of the sale price. The actual fee percentage decreases as the sales value increases.
