in a situation like this, i don't think the seller has any right to
ask for additional shipping fees if he/she made a mistake, especially
when it comes to a heavy item. when you ship something heavy (and it
sounds like the seller did a flat rate method, no matter where the
buyer lived), the seller should take the item, packaged, to his
shipper and have it weighed and the shipping cost determined to a zip
code location furthest from him, in order to cover himself, when
billing the buyer.
a 28 dollar error on the shipper's part is huge; and to come back to
the buyer, after the sale/auction, and ask for additional fees, in
my opinion, is wrong.
