Registered is a very expensive optional service (and certainly not available online from Paypal shipping, Stamps.com, or any other source) that starts at $10.60 in addition to regular postage and I would imagine most shippers don't use it (we oftentimes do when shipping items valued at $1000 or more).
With the way people already cry about postage rates, telling them it will be an extra $10.60 if they want to be able to track their package (and then hearing them whine about how much slower it got there) is not something most sellers or customers want to hear. Tracking as it refers to "delivery confirmation" is a misnomer, and most people who purchase delivery confirmation think they are purchasing tracking, when in fact they are not (like Peter's mistaken belief about Stamps.com). It works, except for one caveat: They are very slow to update the stops the package is making. Usually, by the time the tracking on their website indicates it has left California and is now in Dallas or Atlanta it is actually showing up on my doorstep. So, not as good as the near-real-time tracking of UPS and Fedex, but at least you can see that the package has been shipped, is in the system and is moving. It's proof that the shipper has actually shipped and is not still holding on to the item after 7 days, which is all I'm really looking for in a tracking number. Kevin's report of incredibly poor packaging and shipping damage on his HELP poster is *very* disturbing. If that happens to me, the poster is going back immediately and a PayPal refund demand filed even faster.
