Actually it's not wait 21 days /per/ transaction it's wait 21 days if in
their sole opinion one of your transactions fits one of their blanket
rules, it doesn't (appear to) take into account any history of your
transactions.
I could care less, I am not swinging by the proverbials for the money,
others may not be so disposed.

flew their way for offering a Platform to rip off artists , they've
pretty much done what they had to do to make that end , so waiting 21
days for your money is not that big a problem , you will get it , just
wait 21 days per transaction ...

Don't worry, once you have served your 21 day new account 'time'
PayPal can arbitrarily then do a 21 day hold on any transaction, no
matter how long you've been trading with them, and these are the
reasons they may use:
* The selling price for this transaction was suddenly changed.
* The transaction is quite different from your normal business.
* The item sold may potentially cause dissatisfaction with customers.
* Your account was inactive for a while.
* You only recently started selling outside of eBay, so your history
with us as an off-eBay seller is quite short.
None of the above of course make sense.
And phoning them will not hasten the payment.
