I think what they are trying to deter people from doing is a bidder telling a buyer that they will pay for the item through PayPal but not bid on the item through eBay which triggers the eBay fees to the seller. The seller saves the 10% final value fee if they end the auction and send the buyer an invoice to pay directly from PayPal which simply requires the buyer to skirt eBay's message system by providing their email address. That's why they banned providing email addresses or phone numbers in messages to each other which people have found creative ways around.
