You could be right.  I would hope a more business minded person could be
hired, but if I was a good business person I would probably not want to go
to the USPS and deal with all the bureaucracy involved.  I am not sure how
the system works, but it is likely a board below that is making
bureaucratic decisions.  Everything can get worse, but the USPS is like a
sports team at the bottom, looks like it could get better with the right
decisions, and fairly quickly.
