I just received this through my mailing account manager

Both Germany and Denmark now require duties to be paid upfront, and on postal 
shipments the only way to prepay is through your Verified Account. A package 
shipped without your Verified Account, but with your marketplace IOSS, arrives 
as an IOSS shipment with no duties prepaid and may be rejected upon import.

So, they seem to be saying that duties need to be paid by the sender. This is 
already the case with shipments to the US from Australia. We have to pay the 
tariff when lodging the package.

The new EU Packing Regulation is now effect, which means that small businesses 
like mine cannot ship anything to any of the other 26 EU countries anymore 
unless they pay several hundred Euro a year to get their package material 
'licensed'. This fee is due for every single EU country.
