Biggest international trade killer to date, the work around is to put up a 
listing for a dollar on ebay and use them as the pass through using their 
global shipping. Small business trade to Europe will essentially be stopped 
dead from this. I spent about 20 minutes going through the different 
requirements/filings and saw initial costs... forget it.

That is yet another issue. In addition, you also have to register your packing 
material with the German LUCID system. It is not expensive, but needs to be 
done. Right now, it appears that Germany is the only EU country that enforces 
the new Packing Regulations, but in the foreseeable future you will be required 
to pay an agent in every single one of the 27 EU countries you want to ship to. 
As stated, for Austria this would be more than €400 a year.

Needless to say, sellers who ship through the ebay GSP, etsy, or Amazon are not 
affected. Nobody wants to hurt the corporations, it's the small sellers they 
want to give up.

I just received this through my mailing account manager



Both Germany and Denmark now require duties to be paid upfront, and on postal 
shipments the only way to prepay is through your Verified Account. A package 
shipped without your Verified Account, but with your marketplace IOSS, arrives 
as an IOSS shipment with no duties prepaid and may be rejected upon import.



So, they seem to be saying that duties need to be paid by the sender. This is 
already the case with shipments to the US from Australia. We have to pay the 
tariff when lodging the package.

The new EU Packing Regulation is now effect, which means that small businesses 
like mine cannot ship anything to any of the other 26 EU countries anymore 
unless they pay several hundred Euro a year to get their package material 
'licensed'. This fee is due for every single EU country.
