I see most people acting on impulse without reasoning or thinking about
the consequences. Even the credit cards advertisements on TV encourage
people to live for the moment.

I noticed that years ago when some friends asked me to help them shop for
a car. My first question would be " what is your budget?", their reaction
would be " aren't you supposed to be asking what color i want?".

That's why, in general, the public, policy makers ( national and
international) and politicians in the US tend to be reactionary as
opposed to actionary.

Where, When, Who, Why and How

Well, the most of important of all, the WHY, tend to be missing from our
lexicon
