Ok, I don't get this. If the U.S. Treasury can do something "creative", as McCain asks them to do here below in this link, and use around a 1 Trillion dollars to buy up degenerated mortgages and the President can approve such a measure without having to go through Congress, which McCain calls for cause he's upset the bill didn't pass then why is this bill going through Congress? What's McCain trying to say here? So, when things don't go his way he tries to side-step the process here? Is that what's going on?
