The way I see this. The U.S. has burnt bridges by its' arrogance. This isn't a new U.S. degenerative swinging of egoism. This is a problem the U.S. has gotten itself into for a long time I would say. Manifest Destiny comes to mind for one. Here's how the world sees the U.S. now as of Bush's speech at the United Nations earlier this week:

From what I've found is the Senate passed this, but the House did not. This would have, again, relocated Dineh (Navajo).
